What Caused an unexpected light in an image

I shot a photo during a lightening storm at night; an image which looked like an airborne rope occurred in the foreground. I am trying to understand what caused this image to occur.

It looks like you had a fairly long shutter speed, and the camera was held still long enough to capture the street lights, but then the camera was moved around so that the light apears to move around the frame. It's basically a motion blur of the street lights, with the camera moving instead of the subject. Maybe it's a ghost! :)
