Elements and masking


So I am having some problems reading the tips I found while searching. I have PSE4 and am trying to create a layer mask. Specifically 'create a layer mask, then fill with black. use a paint brush with white foreground color and pain in my blurred effect." spamming my instructions from someone else =o) I am trying to blur my background for a headshot. Can I not create a layer mask in elements? or am I missing something? if I can't, is there another way to accomplish this still with quality? I got to the gaussian blur step and got lost. any input would be great, I think I am missing something from all the tips I found when I searched the forum!

  so through lots of searching,I found a dropdown when I have the selection tool selected that lets me choose the mask option....but I'm not sure hwich settings to use (harness, opacity, etc). then, once I paint this over my duplicate layer, i'm lost. if I select the paintbrush it all goes away. and I think I did something when I created my layers that keeps the 2 connected, cuz sometimes what I do to the duplicate it does to the main also. grrrrrrr.

  Have a look at the comments in this photo, might help you with the layer mask - see the instructions for selective burning.
