light/flash meters

Hi! I'm looking for a light meter that also detects and reads flashes. Right now I'm looking at the Sekonic L-308S Flashmate on bhphotovideo.com

http://www.bhphotovideo.com/bnh/controller/home?O=productlist&A=details&Q=&sku=368226&is=REG

It says digital incident, reflected, and flash light meter. That means that it detects the light that falls upon the subject so you can put it right up to the subject pointing back and the camera and measure the light like that right? Plus using it similar to the TTL meter because it too is reflective metering? And the flash unit looks like it has the sync plug on it so I could use that as both the incident and reflective meter while measuring flash? Does this seem like a good meter? I'm just not sure about the terminology of the meters so I wasn't sure what I should be looking for.

When I clicked on light meters on bhphoto, it gave me the choice of ambient, cine, flash, and spot plus other kinds of meters like footcandle and color temperature that I don't think I'd use at all and isn't as simple to use. Maybe the temp but I can do that in post processing.

What is a Cine meter?

Thanks for your help, and any comments on that light meter would be great!

The Sekonic L-308 is a very popular, super fine meter, and would be my first recommendation for you.
It reads flash/strobe light, as well as ambient/continuous light, and can also read them together. You can meter in reflected or incident modes.
"Incident" mode is where you place the meter up to the subject, and aim the big white dome back towards your light source or camera lens to take a reading.
"Reflected" mode is aiming the meter at the subject from the camera position, just as you would do with your camera's meter.
"Cine" is for motion pictures/movie cameras (think "cinematography").
I have also done business with B&H for decades, and can also strongly recommend them for any photo purchases.
