I just got my PSE 3 last week so I haven't had a whole lot of time to familiarize myself with the program and it's differences to PSE 2.
I personally don't use PSE to do what you are asking, but I just thought I'd pass along what program I do use. I use Roxio Easy Media Creator.

As far as which books I use to assist me with PSE 3 I have 2:
- Visual Quickstart Guide: Photoshop Elements 3 author: Craig Hoeschen

- Adobe Photoshop Elements 3.0
author: Philip Andrews
