ND 4 or ND 8 ; uv filter on ?

I am getting Kenko 2.5x telephoto lens(67mm) for my 43 mm ( Panasonic GV 400 video camera)

1) Since I am getting a Kenko ND 4/ND 8 and a circular polarizer

a) I presume I should get a 67 mm instead of 43 mm for both polarizer & Nd 4/8

b) I confirm I would still need UV filter ( maybe at 43 mm) for protection purposes ; I am advised not to have 2 filters at 1 time : should I leave my UV filter on the camera all the time ? since I am likely to put on a ND4/8 or polarizer frequently as I am constantly shooting under bright daylight .

c) Which has better effect for glaciers; sunrise , fast moving waterfalls, turquoise lakes, snow mountains ,

I_ ND 8
ii) or ND 4 stacked with a polarizer

I cannot decide whether to buy a ND 4 or ND 8
