How to capture fog

I recently took photos of the fog settling on a lake early in the morning. When developed, it didn't capture the eerie quality I wanted. Suggestions on shooting in these conditions.
Thanks!

Meter off the fog, and bracket over and under in half-stops..
Depending upon its thickness (...just kind of hazy or "pea soup"), one of the exposures should capture the moment.
