what kind of exposure and aperture/shutter setting should one use for an (a) an overcast day, (b) sun appearing behind a layer of fog in a distance (c) to create silhouette effect of an object in the foreground with a sunrise or sunset in the background.

I can't really tell you exactly what exposure to use without being there. I would suggest that you place your camera on a tripod, use as small an aperature as possible, set the focus to hyperfocal distance, meter off the sky, and let the shutter speed fall where it falls. That will make the foreground dark and you will get your silhouette.
