Lens Not Stopping Down

I have an ongoing problem: a few of my lenses need to be 'cleaned' on a semi-regular basis because the iris will stick open. The ones that seem to have the most problems are Vivitar lenses, and I've been told not to leave them in the car, which I don't unless for a short period of time. I attempt to use extreme care with my equipment, but I've had to spend more money for cleaning than I paid for the lenses. One favorite lens has been cleaned 7 times, and now has just failed again. Any suggestions?

I would suspect that (a) this is just a poor quality/defective lens and should be replaced, or far less likely (b) maybe the shop doing the cleaning is not properly lubricating the aperture mechanism.
