How to Use a Sepia Filter When using a sepia filter, do I use color or black and white film?

Color film. Black-and-white film records only shades of gray. Sepia toning of black-and-white photos is done in printing, either with a chemical process applied to b/w paper, or by printing the b/w negative on color paper.

What about those Cokin filters that they sell? Aren't they supposed to add a sepia tone to the photo?

Yes, they do. To color film. Or to color paper when printing from b/w or color negative. See: http://www.geocities.com/cokinfiltersystem/sepia.htm
