What can I do to get the proper balanced exposure?


 
 
Hello everyone. Thank you in advance for any help that you can give me.
I am using a Pentax 6x7 manual camera with 400UC 120 film. I am taking a picture at night of the building where I work. I have taken a test shot (15 sec at F16). I love the starburst effect from the lights around the building but there are two signs that seem to be overexposed and you cannot read the writing on the signs. I would like to be able to take a picture where the building is nicely exposed but the signs can be read. I am going back and will bracket at different time intervals between 5-13 secs and see what my results are.I think that some custom printing may have to be done (ie burning/dodging). I do not have a handheld light meter, but I was thinking about using my EOS 1V to try and take numerous spot meter readings and then using the results transfered to the 6x7. What do you think?
