  Hi Mike,
I assume you mean photoshop ELEMENTS 2.0? If so when you open your picture if you look at the top right of the screen you will see some tabs: filters; effects; layer styles; undo history and layers. If you ckick on the effects tab it will drop down and if you look through the effects you will see some basic frames and there is also a vignetting effect. I hope this helps.
Regards,
Del

Mike - you may want to pick the picture first before applying your frame. Click on foreground color (bottom of toolbar)and choose a color. If you want a color from your picture, use the eyedropper (which the cursor becomes when you hit foreground color) and click on your photo on the color you want it to be. Then apply the frame. You can add more than one (check out my gallery to see the effect it creates). Good luck!
