The effect applied to that picture looks like it was "Glowing Edges." Go to Filter --> Stylize --> Glowing Edges to find it & adjust the parameters to your liking. Keep in mind, this is different than the filter "Neon Glow" which actually casts a neon light on the picture. Also, you may not have been able to apply the filter if you were working in the Index or CYMK image modes. Work in RGB. That is in Image --> Mode --> RGB. Hope that helps...

Just wanted to let every one know that I found the neon glow filter on www.tiemdesign.com.They got a lot of tutorials for photoshop for those who are interested.....Thanks for all the replys Tim
