  Thomas,
The answer is a "partial yes." I presume you are asking about film that has been exposed and contains "latent images" but has not yet been developed. Storage at "room temperature" and away from harsh chemicals or other pollutants for reasonable periods of time will not have much affect over color shifting. Aside from chemical pollutants (e.g. storing them in the garage on the same shelf next to the pool chemicals) the real enemies are excessive heat and humidity, especially heat. Leaving unprocessed film (even if it hasn't been exposed yet) for even a few hours in a parked car during mid-summer is not recommended. The interior of the car can easily reach well over 150F.

The other effect on latent images is a loss of sharpness and possibly some slight color shifting. This requires a very long time to occur (a year to several years depending on storage). The chemical reaction that occurred when the film was exposed migrates to nearby halide crystals in the film emulsion. With color films this migration is not only laterally, but also between color layers. It requries a very long time for this to occur, and cold storage reduces the effect (slows the chemical reactions).

Extremely long storage (measure this in numbers of years) of both exposed and unexposed films will result in "fogging" from normal background radiation (mostly gamma). How many years before the effect is observable depends on film, and film speed. No amount of controlling temperature and humidity can prevent this.
