At the very least you need a "Seller's Permit" and you can find some information about it here:

This appears to set up registration for collection of sales taxes (which you will have to deal with in making retail sales). You should also get the tax exemption certificate or number as a reseller so you can exempt yourself from paying sales tax on items you will resell to your customers (such as prints, frames, etc.). Be cautious about what you buy without paying sales tax. It typically must be something you are directly reselling. You may also need to get a local business license from your city and/or county. If the city or county also has a sales tax, you may also need a similar city or county "Seller's Permit." Check with your city and county clerk's office.

I'm not aware of any special licensing for photography (barbers, beauticians, doctors, electricians, etc. need special licenses applicable to their profession).
