Twilight Pictures - One Part Out of Focus

I took a picture in twilight (9pm in the summer time-Romania) of a gas station. The lighting banners (only) of the station are not sharp, although the colours are beautiful (the picture is correctly exposed). I didn't move the camera; I am sure about this because the other subjects in the frame are pin sharp.

What could be the explanation?

  Mircea,
First, your English is excellent. I'm not certain about the "lighting banners" though. Many twilight and night photographs use long shutter speeds. If these are similar to flags, a wind or breeze, even a slight one, can make them move enough to blur them. If these are brightly lighted signs, the blur can be caused by how very, very bright lights (compared to the rest of the photograph) flare film. Some films flare more than others. Another possible cause is lens flare from (comparatively) very bright lights.

John, my English is not excellent - I am not an english speaker. I meant "brightly lighted signs." How can flare be avoided? Which films flare more than others?
