It looks like a Double-crested Cormorant (Phalacrocorax auritus) These diving predators are found wherever there's an abundance of fish. They are similar in design to the Anhinga, which is another common Fla. species. The easiest way to distinguish between the two is by examining the beak, which is slightly hooked. (The beak of the Anhinga is straight.) Nice shot of the bird in flight. I like the inclusion of the flag. Bob
