  This phenomena happens every year in a spread of trees located north of Ellison Bay, Door County Wisconsin, where the weather is very cold most winter. This year and the time of our visit was limiting due to fresh snow and warmer weather making it risking to venture into the areas that are called the dancing trees (they are have rings of ice 2 to 4 feet above their base like a ballerina's tutu) and often can be seen above the a bottom layer of ice.
