I started with a flower photo from the Zoo & added the Topaz Adjust Night filter with adjustments to the settings.

Then the spotlight was added to the flower to bring it out more.

I then downloaded some PS "sparkle" brushes & added them where it seemed appropriate.

The frame was created using the rectangle marquee tool & gaussian blur.
